Beth Woodring brings a diverse background that includes business consulting experience, strong analytical
and collaboration skills, as well as tenured experience with bank financing, process improvement and process engineering.
Woodring’s financial prowess and construction knowledge plays a pivotal role as The Barbour Group’s Chief Underwriting Officer.
As Chief Underwriting Officer, Woodring provides commercial and contract surety bonds expertise to our
clients and navigates them through the proposal process for surety bond programs, working with underwriter(s)
for approval on bonds, on both simple and highly complex bonding projects. Woodring contributes to The Barbour
Group’s business retention through her ability to build and maintain business relationships and develop new
opportunities in support of growth objectives, while continuing to educate current clients on the services The Barbour Group provides.
Prior to joining The Barbour Group, Woodring built a proven track record of accomplishment and success as a
senior counselor and case manager with the Carroll County Small Business Development Center (SBDC).
Woodring provided counseling and training to local small businesses and pre-ventures in group and one-on-one
settings. The collaborative training program she developed in Carroll County received an award of excellence from
the National Association of Counties. In addition, the Business Development Network program she managed for the area
business community consistently achieved the lowest attrition rate in the region.
Woodring gained additional county-level economic development experience as an advisor to the Frederick
County Office of Economic Development on the county’s small business revolving loan fund. In this
capacity, she provided credit underwriting and loan review auditing.
Previously, at the state level, Woodring worked as a regional manager in the Division of Financing for the
Maryland Department of Business and Economic Development (DBED). In this capacity, she structured DBED loan, guaranty and bond financial incentive
packages ranging in size from $500,000 to $5 million for municipalities and small to Fortune 100 commercial clients.
From Maryland DBED, Woodring brings specialized experience in guaranty financing for technology firms. In addition, she designed and administered the initial
DBED Revolving Loan Fund Program for local government use.
A former commercial lender with Mellon Bank, Woodring also served as a Commercial Credit Officer for Equitable Bank and managed the Loan Review
function at Bank of Maryland. Her bank experience includes middle market lending, private banking, loan administration, loan documentation and credit analysis.
Holder of a Master’s in Business Administration from The
Johns Hopkins University and a Bachelor’s in Economics and
Spanish from Bucknell University, Woodring was named a
2011 inductee in the Maryland SBDC Million Dollar Club
with $1.9 million in client financings. As a client counselor
with the SBDC, she achieved certification as a High Impact
Client Counselor in the three-county Northern Region.
